Make share event link available under Manage Event view on left nav

Allow a manager to adjust the number of hours requested for VTO before they approve/decline
If an event is 4 hours, but an employee only has the capacity to get paid time for 2 of those, it would be great for the manager to be able to edit that when they are approving/declining the requests.
