Enable event coordinators to make one event with multiple regions/locations

We’ve been seeing more examples of the same volunteer event that is happening across multiple regions at about same time (e.g. an event happening in multiple Nordic countries at the same time, event takes place at multiple locations in the NYC Metro Region, etc.) Our volunteer coordinators often prefer to create one event, and then designate sign ups for each location as a “shift”. Currently, you need to select a single location or virtual when you create a volunteer event. There is currently not a good option for events happening across multiple locations/countries. There's also concern about how selecting a single location and/or a broad location (e.g. “New York” or “United States”) as the event location impacts the search functionality for volunteers when browsing through projects under “Search Opportunities” in their area.
