New Opportunity Email Notification

Notify Admins When NPO Events Are Created to Review
Currently, admins need to just check in the portal to see if there are new NPO events to review and approve. It would be helpful if they were notified when there were events added so they knew to go in and check.

Someone joining a waitlist should still be given required questions to answer.
If someone is joining the waitlist, they don't currently answer required questions, but should because if they get moved to the event we still need the answer.

Add Minimum Volunteers Needed in Event Search Results
Enable event organizers to input a minimum for number of volunteers for an event or event shift. Then, one of the flags that appears at the top of the event in Search Opportunities (highlighted) can be X Volunteers Needed.
