My idea is that we should be able to have multiple VTO programs active simultaneously using criteria (dates) to determine which events would fall into which program. Example use case below:

We have 2023 events running through December 28 and need to keep our 2023 program active. However, we really need to turn on the 2024 program so that employees can begin signing up for January (and beyond) events.
