Allow the ability to select a shift for a specific organizer on a volunteer event

Right now, if you have multiple shifts or recurring events, there is only the ability to be the organizer for ALL of them. If you add multiple organizers, they get notified about ALL shifts/events, when in reality they only need the info about one of them.
