Automatically Return Declined Incentive Dollars to Available Balance

When an incentive redemption request is declined during the approval process, the associated incentive dollars should automatically be returned to the employee's available incentive balance for future use.

Currently, when a redemption request is declined, the incentive is effectively consumed and administrators must manually issue a new incentive before the employee can redeem those funds again. This creates unnecessary administrative work, increases the risk of errors, and can lead to confusion for employees who believe they still have available incentive dollars.

Automatically restoring declined incentive dollars to the employee's available balance would streamline administration, improve the user experience, and ensure incentive funds remain available until successfully redeemed.
