Please update the Incentives workflow to validate HR eligibility at the time of issuance and prevent Incentives from being issued to ineligible recipients.

Currently, HR eligibility is validated only when an Incentive is redeemed, not when it is issued. This allows administrators to issue Incentives to individuals who are not eligible based on HR eligibility rules set within an Incentive Program. The recipient receives the Incentive and may believe they can redeem it successfully, only to be blocked during redemption when eligibility is checked.

Validating HR eligibility during issuance would significantly improve both the administrator and recipient experience by proactively enforcing program rules before an Incentive is distributed. From a recipient perspective, it can be frustrating to receive an Incentive, become excited to use it, and then discover during redemption that they are not eligible. Preventing the issuance of Incentives to ineligible users eliminates this confusing and disappointing experience, reduces support inquiries, and increases trust in the platform. Additionally, it helps administrators avoid distributing Incentives that cannot be redeemed, resulting in stronger compliance with organizational eligibility requirements and a more seamless overall user journey.
