Bulk Approve or Decline on Activities not In a Pending Status

The system doesn't allow you to do bulk approves or declines when an activity is not in a pending status. When the CRA Manager is updating the CRA Manager notes in the system you can only update one at a time instead of using bulk approve or decline.
