Add or assign a user role to all active users, so that we can pull a report that would indicate what every employee's access level/user role is. The Admin Roles Report in Standard Reports and the Admin_Roles Data Feed provide a list of all users that are tied to a Role, but we also want to be able to show in a report the employees who are not tied to an Admin Role.
