Two-Step Event Approval Process

It would be helpful to allow Group admins (or other pre-determined employees) to do a first approval of an event and then allow it to move forward to a final approval. This would allow clients to allow more flexibility in who gets to create events, as often times events are drafted outside the portal and are approved internally before moving into the portal to be reviewed by the super admins.
