Provide admins with more robust tools to filter the opportunities that show up for users in the opportunity sections.

Right now, the list is dominated by virtual submissions from national NPOs with extremely long-time horizons. These opportunities are preventing local, in person opportunities from being promoted.

It might also make sense to update/enforce submission policies in a manner that prevents gaming of the system.
