This enhancement is multiple fold.

1) Custom questions should be moved to the client admin panel from v2.

2) Adding the ability to make changes to custom question sets without recreating a new custom question set... this includes the ability to add questions, edit existing questions, and re-order questions with ease (currently requires rebuilding sets from scarch to change the order)

3) Benefits clients by not creating multiple question sets increasing the ease of reporting on responses.

Item #2 editing a question and answer exists now. We cannot introduce the ability to reorder questions due data architecture but the suggestion of adding ability to add a question is something we can enhance.
