FAQs in CSRc should be configured similarly to new GC Program Guidelines configuration

GrantsConnect's Program Guidelines allows clients to easily add their guidelines via text and/or link multiple documents in a clean flyout, updating the CSRconnect FAQs feature to work similarly would provide a better experience for clients updating their FAQs and their employees accessing them.
