Currently the voting engagement is the only one we can't create within the EE designer. The voting engagement itself has a lot of bugs and hiccups when using it. Due to that it took me 3 hours to load 15 voting cards. There are also little things like: the red "x" removes the voting card and not the picture its located next to, can't rearrange the cards if needed, have to start over, can only vote once (can't say vote for your top 5), only one category of voting per EE (most creative, most engaging, most impactful, etc.), no text alignment, the picture format, etc.
