Volunteer Events Report, 'by Participation Date' should show events with zero sign-ups

Volunteer Events Report when queried by Participation Date should show shift data (even 0 registrations). 'By participation date' in other reports is the equivalent to 'shift date', whereas no other query options easily allow for this. (Event Date does not always indicate shift date.)
