Right now, end users can earn an unlimited number of incentives (Dollars for Doers) but can only redeem up to the cap. For example, someone could earn $1,000 for Dollars for Doers but the annual cap is $500. The system will show that they have $1,000 available but when they go to redeem more than the $500 they are allowed annually they get an error message. The system should prevent them from earning more than they can redeem.
