Allow clients to restrict giving to designation, beyond charity level

Clients often wish to restrict giving to a specific fund or arm of an NPO. Ex. funding a school within a church community, but not the church itself. In Custom Designations Page (or Charity Buckets), allowing for give restriction to a specific designation would solve for this.
