Automate the sending of monthly exceptions report to clients or make available in Reports

Currently, we have to wait for our CSM to forward the exceptions report to us. If the CSM is busy or out of the office, there is a delay in getting the report which can delay reconcilation and delay disbursement to the NPOs.
