Ability to clear queue from Revoke Incentives

If we start the revoke incentives process there is no way to clear the queue of jobs that were not completed. This queue includes those with status errors (validation failed) or revocations that were started in error and remain in Ready for Review even though we know we do not need to proceed with that revocation.
