Don't allow Incentives eligibility to pop up until after the date the activity occurs

Is there a way to not allow incentive eligibility to appear until after the date of participation has happened. For example, I just went in and added my Board Service hours for all of 2024. And my incentive was unlocked even though none of those dates have passed yet.
