Add the ability for NGOs to self-identify

Add the ability for NGOs to self-identify their target population (e.g., Hispanic community and/or Hispanic-led organizations).

We are frequently asked on surveys, how our efforts are supporting certain demographics. If the organization had the ability to self-identify and we could utilize that information on our reports, that would be very helpful.
