Need a column other than pay periods to be used when enabling "Notify When Employee Pay Period Changes" feature

Client is unable to access Idea Bank at the time. While she appreciates the efforts in creating this new feature to solve for their issue of needing to cancel retiree pledges in a more uniform way, they cannot agree to enable the new "Notify When Employee Pay Period Changes" feature because their employee often move between their 4 pay periods when taking on new roles. They are asking for a different column to be used such as the Custom Segment column where they change folks from 'employees' to 'retirees'. Alternatively, maybe a change to '0' pay periods alone could be the trigger for an employee turned retirees pledge to be cancelled, leaving all other pledges for employees with pay period change active.
