Ability to hide payroll conversion rate from checkout workflow

It would benefit clients who don't want to confuse or allow employees to see conversion rates from payroll programs. This is especially impactful for in-country processing clients in which conversion rates don't actually apply.

    This is critical for the progress of global payroll options in the product. We need to create a way for clients with in-country payroll to set up payroll programs that convert properly across the platform. If we cannot do that we need options to remove the minimum information on Donation Details in cart flow, and even the currency converter (which is hard coded).
