Ability to change an event time even if someone requests VTO

If someone uses VTO, it locks the date/time of the event, which sometimes has to change because we unfortunately don't live in a perfect world. Right now, VTO dictates event date/time, but really the event date/time should dictate VTO hours. This would be a very important update to make.
