Allow EE About Section Header to be optional

Allow EE About Section Header to be optional on Resource EE

With the EE Title and Call to Action, the About Section header is not always necessary. It has gotten redundant and seems inefficient to have so many headers when they're not always necessary. Making it optional would solve this problem.

Noting if you put a blank space in the About header, it will save and not have text.
