Allow the option to NOT notify someone when signing them up for a volunteer event

Sometimes we sign up volunteers AFTER an event has already ended and it is not necessary to notify them - in fact we would prefer them to NOT get an email - so this would be a really handy check box on the "Add Participant" page.

    Yes - I receive this request often and wish I could toggle the email functions on/off.
