New Homepage: Allow for ability to reorder placement of widgets on homepage
Provide the ability for admins to reorder widgets on the homepage so they can prioritize order of widgets. For example, a client might have a strong P2P fundraising program and they would like to see the Fundraisers widget come before popular and favorite organizations widgets
