Currently, all Group admins have the ability to move a Group from one program to another. As this would be a major change in the Group, this should be a permission that can be enabled/disabled by site administrators. It would be beneficial to our clients to allow them this control within the 'Admin Settings' section of the Groups page of the CSRc Admin Panel.
