Allow for multi-select picklist for "Offline Type" on match program settings

We would like to allow for users to request matches on multiple, but not all, options in the "Offline Type" picklist. As of right now, our options are just to pick a single offline type or "All".

Discussed this idea with Scott in review meeting.

    Internally this will also be important when discussion the additional functionality or moving match functionality to rewards/points/incentives. Otherwise we'll need a separate offline match program for each offline give type.
