Make "view all" button on Engagement Elements bigger and add "view all" to 'featured' menu

Now that carousel is removed, make "view all" or "next" button on Engagement Elements bigger. Love the new homepage but new visual has lesser used EEs hard to find. Currently looks like additional EEs have been removed (at first glance).

    This has been a negative change for our platform as we heavily use EE's to provide detailed information about our many programs. It now looks like we have way fewer programs and it is not intuitive to find the hidden pages. Please bring back the full drop-down of featured pages and a more obvious scrolling option for the tiles to more clearly show there are more tiles to flip through.
