Allow CSRConnect clients to determine if the match limit is calculated by the donation versus the match. This allows for program flexibility for the companies, to determine how they'd like to match and the rate of matching dollars available.

We like to match the donor amount, not the match amount, because some donations receive higher matching rates than others.
